Tonight an earthquake devastated Abruzzo. It looks very, very bad.

Still, I ask myself a couple of things:
1. A week ago (more or less) a researcher from INFN said that there were indications of a big earthquake coming in Abruzzo. The reactions were telling that such a prediction is impossible, and he was reported to the authorities for "caused alarm". I wonder if it was a coincidence or not. The same authorities are telling now that an earthquake cannot be predicted. Are they right, or are they trying to cover themselves?
2. Italy is a country with a high seismic risk. But every time we are hit by a strong earthquake, it seems to come as a surprise. Every time we are told that if the buildings were antiseismic we would not have had so much casualties, etc. etc. Apparently we are unable to learn from the past: it is possible that every time there is a repetition of the same "show"?
